USO Lounge at Philadelphia International Airport
Arora Engineers (Arora) served as the prime design-builder for the relocation and complete interior fit-out of the USO Lounge at Philadelphia International Airport (PHL). Led by MarketPlace PHL, this initiative modernized and enhanced the lounge’s functionality, moving it to the Terminal D–E Connector. The previous USO space no longer met operational needs, and the new 2,830 SF lounge was designed to offer a more welcoming, comfortable, and accessible environment for military service members and their families.
The project required full compliance with the Division of Aviation (DOA) Tenant Design Guidelines and the City of Philadelphia’s building codes. Arora delivered turnkey services through a multi-phase effort that included programming, design, permitting, construction administration, and self-performed fire protection installation through Arora Systems Group.
Arora’s scope encompassed architectural, mechanical, electrical, plumbing, fire life safety, and special systems engineering. Construction was completed under strict coordination with the DOA, TSA, and adjacent tenants, all within an active, high-security airport environment. As a design-build project, Arora ensured real-time responsiveness to field conditions and tenant requirements, seamlessly integrating AV, CCTV, access control, and wireless infrastructure.

Through creative problem solving, phased construction, and close stakeholder collaboration, Arora helped the USO achieve its goal of creating a best-in-class facility that honors and supports those who serve our nation.
SCOPE OF SERVICES INCLUDED:
- Design and Programming: The team developed complete construction drawings per USO and DOA guidelines, performing HVAC load calculations and mechanical designs. Electrical layouts included power, lighting, fire alarm, AV, IT, CCTV, and access control systems.
- Design-Build Construction: Arora managed general contracting, permitting, and subcontractor coordination, overseeing installation of all MEP systems, finishes, lighting, and telecommunications infrastructure in collaboration with Corgan, D&R Construction, and ASG.
- Fire Protection: The team installed 45 concealed QR sprinkler heads, relocated branch lines, conducted hydrotesting, and coordinated redline as-builts to finalize the fire protection scope.
